Hi, seems like you do not have the rights to change permissions, or some lower directories have wrong rights. If you use NFS, do a "chmod -R 777 *" on your host system in the Android file system by the user who owns it (or superuser), if you use jffs2, I cannot tell you a way yet, how to change it as Android loads the whole file system as read-only. So change the access rights in a system, where you can set them right, and do it for the whole Android system to be sure, that everything is okay.
