Is it because the kernel doesn't have the module support option turned on? In this case, insmod probably won't work because the kernel is not ready to link new modules. I am not sure if that is because some module management data is not initialized, or simply because some loader is disabled. Disabling modules may cause prevent some symbols from being exported, and if this involves module loading or driver registering functions, you might not get enough API support to load driver. Somehow this might be circumvented by using a custom module loader or symbol table? Someone else who has done so may comment more. There is a lot to check, but hopefully it can be sorted out...
