There are typically several boot loaders involved in the process. As others
have pointed out, this is dependent on the particular chipset used. But for
example on qualcomm there is QCSBL, OEMSBL, SPL, followed by the more
userish stuff like MSFLASH or UBOOT,

The wince devices now running android use some weirdness involving a hacked
SPL, then running an MSFLASH that doesn't check for signing, then tinboot.
All a big can of worms.
