I'm going to go out on a limb here and say that the Google Android team has a whole pile of awesome stuff they want to do, and a limited number of engineers to do it with. I reckon someone within Google made a decision that (for example) multi-lingual support was more important than an updated porting guide. This was probably backed by the fact that they can get Android to more users by supplying multi-lingual support than rewriting it.
I'm sure if an updated porting guide existed Google would make it available, hopefully someone in the community will step up and provide some better updated documentation.
