Follow the instruction to get cupcake branch. http://source.android.com/roadmap/cupcake
After download the tree by repo sync, see prebuit/android-arm. There's gdbserver directory. Also, gdbclient command in build/envsetup.sh will be helpful. "source build/envsetup.sh" will do the trick.
