We're in the process of cleaning up the libhardware layer to be cleaner and more supportable in the future, to ease future ports, etc. To make it clear which bits have not yet been tidied up, Mathias shuffled the existing stuff over to libhardware_legacy last week. Over time these APIs will migrate to the new libhardware, eventually leaving libhardware_legacy empty.
