SENSOR_ORIENTATION defines its azimuth rotation around the z-axis with 0 degrees equal to North. The tilt compensated headings used by orientation imply magnetic north. Does SENSOR_ORIENTATION use the local magnetic north as its zero degree reference? Are there plans to support True north in the SensorManager?
