I change the permission for the files in /system/usr/keychars.
Now it works.

Another problem, each time I start up android in Qemu, a dialog pops
up, it
says, "Please connect charge, The battery is getting low: less than
15% remaining."

Seems, it does not affect normal use, except for a little annoying.
