Yes, it is possible to port Android to virtually any ARM based devkit.
There is already support for a bunch of OMAP boards (Zoom II, Beagle
Board, OMAP3EVM) and so on. If you wish to use an existing port and a
cheap devkit, the Beagleboard might be a good option.
