This would require very significant changes to both the window manager and activity manager, and I generally strongly discourage people from trying to do so because the chances of causing compatibility issues with existing applications is extremely high. At the very least, if you do go down this path, you need to do this as a platform developer, doing extensive third party app compatibility testing and fixing as a result of the changes.
