There are 8 plans in CTS.(ls --plan)

I have 3 questions
1.What does each plan means?
2.What does each test suit in the package of the plan means?
3.When I input the command
start --plan Java -p android.core.tests.annotation
cts_host > start --plan Java -p android.core.tests.annotation
The specific test package does not exist:
android.core.tests.annotation
why does this package not exist?
