1 yes, you need two interfaces. The upstream connection to the internet and the tethered interface to the local device.
2 you can't run wifi as both the client mode connection to an ap AND as a softap connection to tethered devices. If you want to connect devices over wifi you need a separate cellular connection. 3 if you want softap, yes.
