i doubt if any OS want to do that.

probably its more like app/libraries got updated to use already
existing tv video-out driver interface.,

by default, ipod/iphone ships with tv-out option to show video/pics
over composite AVcable or a dock=>VGA adapter.
so this means drivers are already functional w video out over TV.
jail broken iphones could make any app to use tv-out, and now, netflix
appgot that privilege officially i guess.. (probably had it's app
signed by apple with capability to use tv-out).
