Hi Android itself based on Linux kernel, currently Android Gingerbread version is working on Linux 2.6.35, you can download android-2.6.35 kernel, add your BSP changes to this platform. Then define some build configuration for your platform in Android /device/<vendor>/... may be you can use reference platforms as Omapzoom or Beagleboard rowboat.
