The KEY_POWER is only for Android userspace. To wake up the the device you need to configure it as a wake source.
You need to consult documentations of your board or CPU. For example on a PXA310 when it is put into deep sleep (can be considered as power off), only a specific pin or the RTC can wakeup (power on) the device.
