I was wondering how I could enable dithering on 4.4 for my 16bit display 
device (i9100). Without it, I am getting major color banding. Pre 4.4, it 
could be turned on using glEnable in (surfaceflinger/layer.cpp). How would 
I turn it on in 4.4?
