Android Lollipop 5.0 is released for Nexus 7 (Grouper) yesterday and Its exactly more than one year for the Issue 62198 <https://code.google.com/p/android/issues/detail?id=62198> being registered, but nobody from Google is looking into it. In short the issue is: Last More than FIVE releases of the factory image for Nexus 7, contains the broken boot loader. Maybe time to tell the guys doing the releases?
