Does the static IP begin with [192.168. ] , [172. ], or [10. ] ? If so, this would be a private IP on your home/office network. You would not be able to connect over the 3G connection, but it might be possible to connect using Wi-Fi. To use the 3G connection, you would have to ensure your server is accessible outside your home/office network.
Were you careful to follow instruction 20. on the VPN server instructions you referenced: "If the VPN server<http://www.onecomputerguy.com/networking/xp_vpn_server.htm#> is behind a router, Port Mapping will need to be done on the router. Standard port usage is 1723 for PPTP. You might also need to configure yourrouter<http://www.onecomputerguy.com/networking/xp_vpn_server.htm#> for PPTP Passthrough. Port usage for IPSec is 500, 50-51. These ports will have to be forwarded to the VPN server's IP<http://www.onecomputerguy.com/networking/xp_vpn_server.htm#> " I would suggest trying to connect using a standard windows computer operating outside your home/office network first, and then try to configure the phone once this is successful.
