I think the ability to dynamically distribute new CA's on demand without
requiring OTAs has some benefits. However, I agree that Windows does it a
little too behind the scenes, I believe there were issues of it bringing
back CAs the user had requested removed. In any case, I see this as a longer
term issue, like I said, mostly unrelated to a first step in device
certificate management
