once a permission is granted at install time, the permission check that 
happens later on will always succeed.

for example, to read the current location, getLastKnownLocation includes a 
permission check. If your app was granted this permissio, the check will 
always pass.
To make a popup at this point, you will need to modify the operating system 
code.
