I don't want to sound unsympathetic, so take this with a grain of salt.....

Surely device resale and gifting was part of the use system's cases.
Its probably quite frequent based on Android's market share. I would
find it hard to believe a device cannot be removed from an account.

Google Play also has the REMOVE_ASSET capability, so applications can
be removed from the device.

Removing account/device history and device/application history may be
a little trickier.

What could be the problem (in my [uneducated] opinion): customer
service cannot be sure if it was you who purchased the phone and added
the applications, your girlfriend, or a thief (or some combination).

What was the reason Google Play support stated they could not remove
your device?
