Well, I'd be weary of it since that's giving away the keys to the kingdom.

The remote dev can export the project in Eclipse and send it to you.
Then, you can import the project in Eclipse and do the stuff that
requires your secrets. (You could even do it from the command line,
with no need for Eclipse).

Can you contract with a local dev to help you with the building,
signing and submitting?
