Many banks are implementing *Mobile Banking* by making their apps available 
on the various app stores.  These apps can be downloaded by all the users 
irrespective whether or not they have any type of relationship with the 
banks or not.  This enables malicious users to download the legitimate app, 
extract and modify its source and upload it back on the playstore.  These 
types of tactics are used nowadays by many attackers for phishing purpose. 
 In order to prevent misuse of the legitimate app, can any control 
implemented by Google force users to prove their legitimacy?

If currently this facility is not available can google take initiatives to 
implement such control may be as paid protection to the large banks for 
their apps?
