Perhaps you have Device Policy Manager installed requiring that level of
password. It could be a "Google Apps Device Policy" or perhaps an Exchange
client or ... Some info on how to remove here:
https://support.google.com/a/users/answer/2364439?hl=en but if that is the
case, you would presumably lose access to whatever is tied to the
enforcement of the policy.
