Well some of them can be (like most of the MDR libs,
and sablecc, etc, just haven't gotten to creating the
upload bundles yet)...other dependencies (the
bootstrap dependencies) we need to be able to update
ourselves, and since the Maven developers don't have
anything set up to allow other projects to upload
their own dependencies (at least not yet)...that won't
work.  Of course released dependencies (like the M1
ones could be uploaded to ibiblio).
