Description:
Since final states can now be linked to Use Cases through HREFs (as well as having a 
matching name of a use case) the OCL constraint needs to be updated to check if the 
HREF has been specified OR a matching name has been specified. Currently it tells you 
you need to add a final state name matching a use case name even if you have the HREF 
specified.
