Merge points should be XML comments

The new merge points within the web.xml really should be comments instead of
XML text (i.e. <!-- security-role merge-point -->), otherwise if you do not use
these merge points they become part of the web.xml and certain elements within
the web.xml are not allowed to have mixed content (like the <web-app> element.
