It should be fixed now, no need for tagged values. The cartridge now adds a 
message for each 'validwhen' parameter (search for resource keys ending with 
'_validwhen'), there is a default message: {0} is only valid when <condition>
where {0} is a runtime substitution of the parameter name (in fact the value 
corresponding to the resource key listed one line up)

you can always override this message value of course

I tested it with the online-store's "confirm password" field and for some 
reason only the server-side validation is showing the correct message, the 
client-side javascript is not showing (and no javascript error is being 
reported), when I look into the HTML code I see the default error message 
instead of the new one in validation.xml
