The web site should list the requirements for a contributed cartridge in order
to be accepted in a official distribution.
Know requirements (quoting Wouter on related post on forums):
* code needs to respect the coding conventions:

* the submitter commits himself/herself to the maintenance of that cartridge
* the submitter commits himself/herself to the documentation of that cartridge
* the submitter commits himself/herself to answering questions related to that
cartridge (mailing lists/forums)
* the cartridge needs to be integrated into the existing build process so that
it effectively can make part of the distribution
