Additive behavior for properties defined in mergeMappings files

When defining properties for the Default Namespace through a mergeMappings
file, they are _not_ made available in specific namespaces --- as the behavior
is not additive (i.e. the specific namespace will override). This appears
counter-intuitive and inconsistent (as default namespace properties are
available to specific namespaces "in addition to" those that the specific
namespace defines).
