phew - I finally succeeded! The correct steps for starting MDR Explorer
under MS Windows XP from a fresh Netbeans build were:

set CVSROOT=:pserver:[EMAIL PROTECTED]:/cvs
cvs -z6 co all
  (takes an extended period of time...)
cd nbbuild
ant
  (takes an extended period of time...)
ant mdr-all
xcopy ..\openidex\looks\netbeans netbeans /s
  (don't confuse with ..\openide\looks!)
xcopy ..\mdr\netbeans netbeans /s
xcopy ..\core\naming\netbeans netbeans /s
ant tryme
  (Netbeans IDE starts here...)
Tools, Setup Wizard, Next
open the tree item "MDR"
click the checkbox "enabled" next to "Metadata Repository Explorer"
Next, Finish
View, MDR Browser
in the right pane, switch to the tab "Explorer [MDR Manager]"

Now, I can start working with the MDR explorer.
