Did you create a build.properties file and add
http://team.andromda.org/maven  to your maven.repo.remote property as
described on this page?:  http://team.andromda.org/docs/starting.html

By the way change the version to 3.0-RC1-SNAPSHOT.  

Also yes you can run andromda with ant, on the same page there are
instructions for getting started with Ant.  However I would highly recommend
using Maven...we have very good support for it.

I've just tried to try the getting started page, but I have error at this
point:

maven plugin:download -DgroupId=andromda
-DartifactId=maven-andromdapp-plugin -Dversion=3.0M3-SNAPSHOT

It seems to me that the 3.0M3-SNAPSHOT is not available. Is there any
way to run andromda without maven just from the downloaded binaries?
