I am having the same problem as well.
The message I am getting is a little bit different:

I can't figure out why it thinks it needs to download from
http://team.andromda.org/maven/true/plugins/true-t
rue.jar, which is obviously wrong.
I wasn't sure where to put my build.properties file...I don't have windowsxp,
just windows98, so I don't have a Documents and Settings folder, I just
included it in the C: folder and in C:Windows, I also had 3 build.properties
files from something I had installed about a year ago...all in
C:Windows.mavencachemaven-genapp-plugin-2.2plugin-resourcescomplextemplate-resourcescomponent
and then one each in:
warsweb
ejbsejb
earsear
Any idea how to make it work?
