Yes actually: take a look at one of the 3.1-M1-SNAPSHOT cartridges, you'll see a namespace.xml file in yours (in META-INF/andromda), each cartridge now requires one of these. If you take a look at that file its pretty self explanatory of what needs to go in it.
I'm in the process of writing the documentation for that file.
