I believe I found the problem,
if you go to: http://www.ibiblio.org/maven/andromda/plugins/ you will see that there is NO maven-andromdapp-plugin-3.1M.jar I can only see the 2.1.jars there. Did you guys forgot to upload the version 3.1M into the server ? Thanks a lot !
