All right, fixed my own problem. This might be something to make sure new users haven't done when they have problems. By default, XP apparently creates new text documents with a '.txt'. extension regardless of what you name it. So, for example, I created a new text document and called it 'build.properties' and XP saved it as 'build.properties.txt'.
Using the XP command prompt doesn't show you this. Using 'cygwin' does show you this. I have now changed how XP shows files to always show extension. I re-ran Maven and it worked correctly this time.
