No, but you can make it available, by merging the property definition into the namespace.xml, and cartridge.xml and then definining it in the andromda.xml (but I would call it "$applicationId" when referrenced from velocity, because otherwise velocity will look for a "application" object with an "id" property...which doesn't exist).
