layers.txt contains:
"meta-ti,git://github.com/Angstrom-distribution/meta-ti.git,angstrom-staging-yocto1.5,HEAD"
so Angstrom uses a local copy.
* meta-angstrom
* meta-openembedded
* meta-ti
all use local copies of the original layer
Have run into the same problem for other things,
where is it fixed in the original but not in the Angstrom version
so it must be fixed in the Angstrom version.
Maybe skipping the local copy is a good idea.
