Because location isn't necessary bound to routing. Its fairly common for 
apps to traverse the URL, or to handle some navigation.
It could have been a separate module, but I like it's in the core! 

Nothing keeps you from building your own version, without the stuff you 
don't need. If you handle a 9000 page site, that would be a trivial task ;)
