I've had similar cases that required looking at packets in WireShark and found that the request was getting sent, but something else is blocking it outside of the browser. You've verified that IE9 can send an $http.post() so what's different when pointing it to the other server? If not CORS like Sander mentioned, I recommend using WireShark over Fiddler in this case:
