I'm sorry to have to tell you this, but UI-Bootstrap doesn't support IE8. See the supported browsers list at https://github.com/angular-ui/bootstrap. Before the Google Group was changed recently there was a thread about supporting IE8 that basically said that none of the creators had the need or time to do so, but that they would accept PRs from the community that managed to get IE8 working (with the caveat that the person who created the PR was then responsible for continuing support.)
