I think you need to provide screen shots or a plunker example for someone to have a good answer for you. It seem obvious to me that you shouldn't have the menus and sliding panel on top of each other, and both still intended to be clicked at the same time or you're going to have trouble. Although I'm not exactly sure what your intended UI looks like. My advice would be to pick one as the dominate element and that guy gets the higher z-index.
