Without any code it’s hard to give advise in the first place! But did you 
even try my suggestion?
You said that the only thing you are doing, is changing the position of one 
of your widgets within a row. As long as you are not changing anything 
else, adding the track by $index to the row and column will at least 
prevent other rows from refreshing\
Also there are a dozen of other way's to create rows and columns, that not 
even need a ng-repeat. 
For as far as I can see it now, you are looking to fix a non-existent 
problem. I can be wrong, but without you providing a plunk or a fiddle 
demonstrating your issue, it's hard to tell!
