There is no “better” it’s just different.
Your first approach is the most common way angularJS apps are build.
The second way is seldom seen. With good reason, in practice that’s kind of 
confusing. Let me explain a bit.
If you put in a ng-controller=’xxx’ there will be a new instance of the 
controller created for that part of the view.
So, your second example has 2 different controllerOne versions in its page. 
the {{formControllerOne}}}
might be entirely different from each other. That might just be what you 
need, however, its a form that is
seldom utilized.
