You could ask questions in different way:

1. How much time would you save/lose if you go with Angular 1.3 vs other 
alternatives during 3 years. 
2. What would you want to learn in 2-5 years? Angular or some other 
frameworks? (remember, it is specific the people who make decisions ;) )
3. Do you need to prototype various views a lot? Do you ready that 50%+ of 
your js code will be thrown away every 6 months?

"I am thinking of making presentation layer , very thin and purely 
presentation only ." I noticed that each year presentation layer (js code) 
is becoming bigger and bigger. I have about 40 bower dependencies for 
current project, and expect to get 10-20 more before first release. js code 
is already twice bigger than my server side code, and difference will 
continue to grow.
