Ok it's a little clear, but still not crystal:)

If the templates are server side then the client application (non-angular) can 
make a request for them asynch or not.  Of course no ng processing will have 
taken place.

If the templates are in the Dom using script tags then you can access them as 
well.  Other mechanisms will require ng.

Probably not that useful, but maybe you can describe your goals.
