Looks like its something that is going to be included at the server side. 
The source code for that is somewhere in the server that is hosting the 
working samples. It makes a lot of sense doing that, because then you don't 
need to update every sample on every new version. 
at the moment, it probably will get replaced with:

<script 
src="https://ajax.googleapis.com/ajax/libs/angularjs/1.4.0/angular.js";></script>

If you are using those samples directly from github, the simplest way is 
just use your editor, and do a global folder-wide search and replace.
