This is probably more of a server side issue, but I would suggest you put 
quotes around the filename, and then use EncodeURI before sending it to 
your server.
Will look something like this:

window.encodeURI('http://localhost:8100?filename="Test_test1_test2.jpg";')
// => "http://localhost:8100?filename=%22Test_test1_test2.jpg%22";
