Well, don't use both in the same app. There are excellent libraries for 
both. Google has its own Material Design spec. You have found the 
official supported one already, but there are more available.
For Bootstrap there are also a number of implementations. I'll like the 
ngBootstrap <https://ng-bootstrap.github.io/#/home> that is developed in 
close collaboration with the core team. I heard good stories about 
ngx-bootstrap <https://valor-software.com/ngx-bootstrap/#/> too. 

As a side note, I would love to see that all UI-library vendors would move 
to WebComponents <https://www.webcomponents.org/introduction>, as this 
would make it so much easier to use their components in any framework.
