There are some protocol changes in this version, corresponding to previous
messages to the WG:

   Protocol change: Added TTL field to Flood message (issue 51).

   Protocol change: Added Locator option to Flood message (issue 51).

   Protocol change: Added TTL field to Discovery Response message
   (corrollary to issue 51).

I'll post a corresponding update to the Python prototype in a day or two.
